Annexation Steps
Resolution of Intent*(passed 3-10-11) which contains:
● A complete description of the property
● The date of the public information meeting April 26, 6:00 PM, City Hall
● The date of the public hearing.
May 19, 6:00 PM, City Hall
● The date for consideration of ordinance
June 9, 6:00 PM, City Hall
*A copy is available at the City Clerk’s Office
NC State Statutes on Annexation
The public informational meeting must be held 45-55 days from adoption of the resolution of intent. April 26, 2011
The public hearing must be held 60-90 days
from adoption of the resolution of intent.
May 19, 2011
The annexation ordinance can be adopted 10-90 days from date of the public hearing.
June 9, 2011
The effective date of the annexation must be between 40-400 days from the date of adoption of the ordinance.
Construction contracts for water/sewer extension must be approved and construction begun within 1 year from the effective date of the annexation. The city must have capacity and be ready to extend services according to the policy in effect in the city.

Southport Annexation Ordinance
The city limits of Southport were established many years ago. Since that time there have been a number of voluntarily annexations into the city, but city-initiated annexation has never been used by Southport.
Development has resulted in residential and business properties that are so close to the city they are able to take advantage of the many services and amenities provided by Southport without having to pay their fair share of the costs. That is the essential issue with Southport’s annexation initiative.
Annexation helps balance the costs of city benefits among those benefiting from them.
